In this webinar, Dr. Yichao Rui, Lead Scientist of the USDA NRCS funded Conservation Innovation Grant (CIG) project “Innovations in Cover Crop-Based Organic No-till Systems” discusses the challenges and opportunities in reducing tillage intensity and frequency in organic grain production systems. Reducing tillage is a challenging yet rewarding task for organic farmers. Different from conventional farmers who spray herbicides, organic farmers sometimes have to use frequent tillage to prepare the seed bed and/or to cultivate to control weeds, compromising their full potential in building soil health. During the webinar Dr. Rui addresses the efficacy of innovative tools in terminating cover crops, controlling weeds, supporting yields, and maintaining soil health. Black farmers once made up 14 percent of America's farmers. Today, black farmers account for less than 2 percent. One of them, fourth-generation sugar cane farmer Wenceslaus 'June' Provost Jr., is fighting to maintain his family's farming legacy. June and his family were once part of the 1999 Pigford lawsuit, a massive class-action suit brought against the USDA alleging discriminatory practices. The case resulted in the largest settlement in U.S. government history and an admission of wrongdoing by the USDA. Coronavirus Delays Business License, Medmen Closes More Shops, and Irish Customs Seizes Marijuana


In California, officials announce proposed regulations for statewide cannabis certification standards comparable to that of the USDA’s National Organic Program, which cannot be applied to marijuana due to its federal prohibition. The state’s department of Food and Agriculture drafted rules for the OCal Program, which is the first of its kind in the country, after hearing from more than 250 cannabis industry stakeholders through a series of public meetings. Requirements address components of cultivation, such as the use of specific fertilizers or pesticides, and are open to public feedback through July 7th. In Illinois, Democratic governor J.B. Pritzker delays licensing for cannabis businesses. The announcement of the winners of 75 recreational dispensary permits, which would have been the first to prioritize social equity applicants, has been pushed back, leaving approximately 700 hopeful candidates disappointed. Pritzker’s executive order puts the process on hold until his COVID19 restrictions are lifted or the state’s Department of Financial and Professional Regulation sets a new date of issuance. In Nebraska, activists plan to resume signature gathering for a medical cannabis legalization ballot initiative, despite interruption caused by the coronavirus pandemic. While many reform campaigns have focused efforts on pursuing government approval of digital petitions, such as in Montana and Arizona, others, like those in Missouri, have given up altogether. With additional funding and the introduction of new safety precautions once operations resume within a couple of weeks, the group behind the measure, Nebraskans for Medical Marijuana, is confident they’ll reach the 130,000 signatures required by the July 8th deadline. In Florida, MedMen closes 5 of their 8 dispensaries in the Sunshine State, including their Orlando, Key West, and Tallahassee locations. Although company employees confirmed the shop closures are temporary and related to the impact of the Coronavirus outbreak, they also don’t expect them to reopen for at least a couple of months. It’s unclear if MedMen’s pending store openings in Miami Beach, Fort Lauderdale and four other cities will be affected by the pandemic as well. In Finance, 4Front Ventures sells its stake in cannabis retail licenses in Pennsylvania and Maryland for more than 18 million dollars. The Arizona-based marijuana firm raised an additional 4 million through a private placement of debt led by Navy Capital. 4Front plans to put 10 million of the funding toward the repayment of obligations to Gotham Green Partners, and focus on streamlining operations in its core markets of Massachusetts, Michigan, Illinois and California. In Canada, cannabis retailer Fire and Flower shutters 3 of its Alberta locations, as part of a restructuring plan which cost the company 6.5 million Canadian dollars. The move signals that the province’s market may be reaching saturation, with almost 450 points of sale for marijuana customers. Fire and Flower plans to refocus resources to stores with higher profit potential following the closures. Overseas, Irish customs officials intercept nearly 90 pounds of marijuana stored in poster tubes, destined for a number of addresses in West Dublin. The cannabis, which is estimated to be worth over 800,000 Euros, was shipped from the Netherlands through the post. Investigators suspect smugglers of utilizing the country’s postal service since traditional routes have been closed due to COVID19 quarantine measures. The seizure is the result of ongoing investigations by customs and has been linked to organized criminal operations. Biden Signs Executive Order To Increase Food Assistance


President Biden signed an Executive Order on Jan. 22 asking the USDA to consider expanding and extending federal nutrition assistance programs. Recall, it was the bipartisan, $900 billion COVID relief package signed into law in late 2020 that includes an additional $13 billion for food assistance. That amounted to a 15% increase in monthly food benefits through June 2021. This new Executive Order pushes the additional 15% through September 2021. Multistate Extension: The Crop Protection Network -- Adam Sisson


Adam Sisson, Industry Extension Specialist from Iowa State University, shared “Multistate Extension: The Crop Protection Network.” Managing pests takes a team effort simply because pests move across state boarders. Working together to create resources increases accuracy because there are multiple experts involved, and it saves money when every state does not have to develop similar resources. In addition, the effectiveness of the message is increased when there is consistency in what management approaches are recommended. The Crop Protection Network (CPN) provides opportunity for this collaboration of experts and knowledge sharing. CPN is a product of land grant universities and provides an online platform where pest resources can be easily stored, revised and accessed. The audience for CPN includes farmers, agribusiness personnel, and extension agents/researchers. Providing these resources makes it easy for new Extension specialists to get started in their roles while having resources ready to share, but it lightens the load on experienced specialists as well since they do not have to produce every new pest resource themselves. One of these resources is an online encyclopedia of 150 articles related to diseases (and a few insect pests) of soybean, corn, alfalfa, wheat. Eighty other publications have also been produced, including full length publications, fungicide efficacy guides, annual disease loss estimates, articles on seasonal issues, web books and research reviews. CPN also produces a monthly newsletter, a podcast called, “I See Dead Plants,” and a Virtual Crop Scouting School. Sign up for the CPN newsletter or following CPN on Twitter.
